National Institute of Plant Health Management (NIPHM) was established in 1966 with the name as National Plant Protection Training Institute (NPPTI). The institute was set up for Human Resource Development in Plant Protection Technology under the Directorate of Plant Protection.

The primary aim of the institute is to create qualified pest management personnel to impart training to farmers.
