As far as selection of stream is concerned, i would always recommend to go with your strength. Whichever stream or subject you think you are good at, you must continue your studies with the same.
To give you a better idea, i am providing you with the syllabus of both preliminary and main examination of civil service.
The civil service examination comprises of preliminary exam (CSAT) and Main examination.
The current syllabus for the IAS examination are as follows
Civil Service Aptitude Test

Hello friend,
To be eligible for civil service exam, you must be a graduate within the age limit of 21-30 years. Since you have got almost five years to appear for the exam, your first objective should be to pass +2 level of examination with a good score and then get a first class degree. Though, first class degree is not mandatory for civil service exam, but its always better to have good academic records for a good career. As far as selection of stream is concerned, i would always recommend to go with your strength. Whichever stream or subject you think you are good at, you must continue your studies with the same.
To give you a better idea, i am providing you with the syllabus of both preliminary and main examination of civil service.

The general notion is that one must take the arts stream. But that is not necessary. You must take up any subject which interests you. You can appear for the exam when you complete graduation. But make it a point to start preparation for the General Awareness section.
