which country & university is best enough to do this
M.Tech in Abroad is called M.S. this can be done in different universities in the country in which you wish to do.
This is will be a good opportunity for you if you are interested and is willing to do studies in foreign Most of them will select this option very carefully in view of recent Attacks on Indians in foreign countries.

Actually I wont support the Foreign studies. My opinion is that why to go and study in foreign after having so many opportunities to study in India Itself.

anyways its your wish to study wherever you like. The procedure to do M.S is
you have to appear in GRE and TOEFL examinations.

you have to apply for various universities with these scores. The list of best universities will depend upon the country which you are going to select.

after getting a call letter from the university for which you applied you have to appear to get study visa in the respective country's embassy to get permission to study in their country.

In this way you have to apply for MS course in other countries.

Coming to MBA it is the best choice to do MBA in other countries than that of MS if you want to do foreign studies and if you are financially sound though you can do MBA in foreign rather than doing MS course

So simple do MBA course in a proper way and come back to india with the knowledge obtained by foreign county studies. and establish something in India and Provide employment and make india great.

This is what I want to say at the end

All the best for your plans

Regards
