I am happy that you want to be an IAS officer. Here i will give you a stepbystep method to prepare.

Step 1 (one year before the test)
Understand the test by going thru CSAT Syllabus, CSAT Past papers
Read The Hindu newspaper daily and Frontline magazineand take notes on Important news, editorials and analysis articles
Go thru the free study material
Read current affairsnotesand try to answer current affairs questions

Step 2 (six months before the test)
Get the study materialand study/practice for about 4hours per day
Get the required CSAT booksand study for about 4 hours per day

Step 3 (three months before the test)
Revise the study material and study/practice for about 2 hours per day
Revise the required books and study for about 2 hours per day
Get India Year Book 2013 and study/revise for about 1 hour per day
Get The Economic Survey of India 2013 and study/revise for about 1 hour per day

Step 4 (one month before the test)
Do the one practice test (both paper I and Paper II)per day and analyze and work on weak area
Revise the study material /required books and study for about 2 hours per day
Revise India Year Book 2013 and study/revise for about 1 hour per day
Revise The Economic Survey of India 2013 and study/revise for about 1 hour per day.

Indian nationals who have attained the age of 21 years, and not have attained the upper age limit on 1st August 2013

General Category:
must have been born not earlier than 2nd August, 1983 and not later than 1st August, 1992.

Other Backward Classes (OBC):
must have been born not earlier than 2nd August, 1980 and not later than 1st August, 1992.

Scheduled Castes / Scheduled Tribes:
must have been born not earlier than 2nd August, 1978 and not later than 1st August, 1992.

blind, deaf-mute and orthopaedically handicapped persons:
must have been born not earlier than 2nd August, 1973 and not later than 1st August, 1992.
There are some other upper age relaxations for certain defence personnel and persons who domiciled in J&K during the period from the 1st January, 1980 to the 31st day of December, 1989.
Educational Qualification
The candidate must hold any degree in any discipline from any recongnized university

Final year degree students who will obtain degree by August 1, 2013 are also eligible for CSAT 2013

The degree can be of any class (distinction, first, second etc.)

Degree obtained by distance education/open university is also eligible if the university is a recognized university
Number of attempts permitted
For some candidates there is a limit on the number of times you can attempt IAS Exams (Civil Services exams)

Even attending to one paper of CSAT (IAS prelim exam) counts as an attempt

Applying for CSAT (IAS prelim exam) but not attending for any paper DOES NOT count as an attempt

General Category: 4

OBC: 7

Physically Handicapped: 7

SC & ST: No limit on number of attempts
Nationality
(1) For the Indian Administrative Service and the Indian Police Service, a candidate must be a citizen of India.

(2) For other services, a candidate must be either :—

(a) A citizen of India, or

(b) a subject of Nepal, or

(c) a subject of Bhutan, or

(d) a Tibetan refugee who came over to India before 1st January, 1962 with the intention of permanently settling in India. or

(e) a person of Indian origin who has migrated from Pakistan, Burma, Srilanka, East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India.

Provided that a candidate belonging to categories (b), (c), (d) and (e) shall be a person in whose favour a certificate of eligibility has been issued by the Government of India.

Provided further that candidates belonging to categories (b), (c) and (d) above will not be eligible for appointment to the Indian Foreign Service. A candidate in whose case a certificate of eligibility is necessary, may be admitted to the examination but the offer of appointment may be given only after the necessary eligibility certificate has been issued to him by the Government of india

NO, You cannot apply for the IAS exams in your first year of BTECH

If you want to become an IAS officer than in that case you have to give the Civil Services Exams conducted by UPSC


Minimum eligibilty to apply for the UPSC Civil Services exams is:

Education: Graduation pass in any stream from a recognized university
No minimum percentage of marks is required in Graduation

Age- Minimum 21 years
Maximum 30 years
OBC can apply till 33 years
SC/ST can apply till 35 years

Attempts/Chances: UPSC has also fixed number of attempts
General- 4 times
OBC-7 times
SC/ST-No Restrictions

Eligibility for UPSC IAS are:
1. Educational Qualification:
A graduate in any discipline from a recognised university or college in India or A final year student can also appear for the exam

Hi after reading your query

I decided to tell you about the IAS exam more precisely. Well,Lets start with details of the exam.

IAS is a civil service and also one of the most prestigious Indian Civil Services. To become an IAS officer you have to clear a most competitive exam called Civil Service Exam.

This exam is conducted by UPSC,Which is a constitutional body.

Eligible persons for this exam are :

those who completed their degree
and
those who have 21 years of age minimum.

you have to get the above eligibility criterion before getting registered to this exam.

Now I made you clear about Exam,its eligibility and when to apply for it.

Starting preparation :

Civil Service Examination(CSE) is not a exam which is equal to other common entrance exams.

Just by by-hearting something you can achieve success.
you need to have passion in you to clear the exam and become a civil servant with a divine thought in your inner.

you can start your preparation according to your desire. if you want to crack the exam and become a all india topper you have to start preparation from this moment only.

if you just want any of the service in that exam then it is enough to prepare from 1 year before of the exam.

I think your aim is to be an IAS officer if that is right, then you need to work hard a lot.
There will be huge competition.

This exam doesn't check your academic standards or anything like that. It checks the applicant's attitude,IQ Level, Justification power, Righteousness , Kindness.

all these will be tested in the form of your answers.
for that you need to develop your personality not physically but mentally. For this you need to have a deep interest on Book Reading, Unlimited thurst to know new and old things.

you should be able to apply the moral values in your day to day activities.
to get these qualities you can do a lot of things like

->Reading autobiographies of great eminent personalities.
->Following News through print and paper media.
->Discussing various burning topics with various people to know the actual human pulse.
->To study the general needs for a citizen of India.
->Should know various types of livings.

and many more can be added up to this list. It is endless till your creativity exists.

Coming to suggestion on Books.

Every book can be linked up to the preparation for IAS Exam or CSE Exam, Because the questions in IAS will not ask you the matter in the book which you have read. it will expect a view and analysis about the asked topic.

hope you understood how to start your preparation now. First of all before starting preparation you research more about Indian Administrative service and the exam . Then you can make plan to prepare and achieve it.

If you find out the best way. No doubt you going to achieve it for sure.
