Yes, you can definately change your stream from ECE to CSE after completing 1st year as per your college/university rules and regulations as there is same syllabus for all the branches in 1st year.This procedure is followed as: 1)The college will consider your performance(i.e your attendance,result etc) 2)By interchanging of students from one branch to another 3)If seats are vacant in the branch(i.e cs) you want to change.
