The cut off date of calculating age is 1st August of the exam year.

for the 2018 exams candidates must have been born not earlier than 2nd
August, 1986 and not later than 1st August, 1997.

So for 2019 exams you are not eligible.

You can apply for the State public service commission exams of your state.

For a general category candidates basically in civil services examination restriction will be made on the candidate in 2 ways.
1.Number of attempts
2.Age criteria.

Even if the candidate has required qualification and required age, a candidate will not be eligible for applying if the number of attempts exceeds 4(for general category candidates only).

Second criteria is age and for the general category candidates the maximum age is 32 years and for other category candidates there will be age relaxation as per norms.

But in your case you are not eligible for attempting the civil services examination as you have not met the required age criteria.

Being born on 22nd April 1987 belonging to general category, you are not eligible for appearing in Civil Services 2019 examinations as the age criteria for general category candidates for appearing in the same examination is that, the age of candidate must lie in between 21 years to 32 years by the 1st August of 2019. Civil Services examination is held by UPSC once every year for recruitment of administrative officers like IAS, IPS, IFS, etc. .

As far as you are concerned about the age limit for appearing in Civil Services examination 2019 then it is 21 years to 32 years by the 1st August 2019 for general category candidates. Age relaxation is applicable for reserved category candidates as per the government norms.

So as you have mentioned that your age will exceed 32 years by the 1st August 2019 hence you are not eligible for appearing in Civi Services examination 2019.
