Yes, candidates passed 12th from Bihar or having a domicile of Bihar are eligible to appear in various entrance examination conducted to get admission in B.Tech course in Telangana.

Candidates are also eligible to get admission in government colleges on the basis of JEE.

B.Tech is Bachelor in Technology and is four year course. You are eligible to get admission in stream of your own choice if you will score better rank.

There is no problem in pursuing Bachelor's degree in Technology from state of Telangana for a resident of Bihar. India is a federal country and candidates of one state can study, do jobs, reside in other state without any problem.

Candidates from Bihar pursue B.Tech from states like Madhya Pradesh, Karnataka, Andhra Pradesh etc. Cost of living in Telangana as compared to other state is less.
