Dear,
Eligibility Criteria for IES and PSU exams are given below.
•-> Graduation in engineering from recognized university.

•-> Age Limit - 21 to 30 years.

•-> 5 year age relaxation is given to SC and ST candidates whereas 3 year age relaxation is given to OBC Candidates.

•-> Min. 60% marks in graduation degree.

As graduation percentage needed for PSUs & IES is 60%, sorry to say but you are not eligible for these examinations.

Re: Eligibility criteria for IES and PSU exam? If I have 55% in B.Tech am I eligible? Where to get the application form?

the eligible four branch of engineering for IES(Indian Engineering Services) are
Category I—Civil Engineering.
Category II—Mechanical Engineering.
Category III—Electrical Engineering.
Category IV—Electronics & Telecommunication Engineering

B.Tech from any one of these branch are eligible for IES examination. there is no percentage marks criterion for IES examination.

PSU means Public sector unit. this is not just one examination. various PSU like BSNL, NTPC, ISRO, BHEL etc conducts different examination for recruitment their organization. the eligibility criterion differ from one organization to other. there is no fixed eligibility criterion for all PSU. but general if you have more than 60% or 65% marks throughout then you will be eligible for most of the PSUs examination.

for IES examination visit the website http://www.upsc.gov.in you will get total information about the examination. here i am attaching the notification for IES 2011 examination. you may download the attachment.

best of luck.
