What you are asking is not understood.
But i think you are asking for optional papers of civil service mains exam.
The list of OPTIONAL SUBJECTS in IAS mains Exam:-

Yes, you can choose mechanical engineering subject as your optional subject.
The choice of optional subject is totally dependent upon you.
You can go for this mechanical engineering subject if you have depth & knowledge in this subject.

I think your ask about optional subjects of Civil Service examination.

If you ask about Civil Service Examination.

Yes,you can choose Opt of Mechanical Engineering and you can select another opt subject also.There is two options subjects in main examination.

For Civil Service Examination,You must have a graduate degree from any recognized Institution/University.

Candidates Studying in the last semester of degree course can also apply for this examination.

The candidate age should between 21 years to 30 years of age 1st August of the year of examination.

UPSC exam requires a mnimum qualification of Graduation. So Graduation in any discipline can appear for the examination.

IES is for Civil, Mechanical, Electrical and EC.
You just have to be of 21 to 30 years of age, have a degree in one of the above and have 50% marks.

Your Question was Incomplete because You have Not Mentioned in your Question that In which UPSC Examination you are Interested To choose Mechanical Subject, But I think your want to know the Information about UPSC IES (Engineering Services Examination).

And In IES Examination You are choose and select the Mechanical Engineering Subjects, So If you have Pursuing your Mechanical Engineering Graduate course, then after completing this course you are eligible to apply for IES Examination.

In IES Examination candidates may choose any one of the Optional Subject -

>> Civil Engineering.
>> Mecahnical Engineering.
>> Electrical Engineering.
>> Electronics & Telecommunication Engineering.

And If you have study Mechanical Engineering Course in your Graduation, then you are eligible to choose Mechanical Engineering Subject in IES Examination.

To apply for IES Examination, Your age should between 21 to 30 years and candidates must have Pursuing the Graduate Engineering Degree from a recognised University.

>>>> Candidates are also Select the mechanical Engineering subject in UPSC Civil services examination, But firstly You have to crack the Preliminary examination and then you are eligible to Choose Subject in UPSC Civil services Main Examination.
