Dear friend,
Step1: Choose Your any Recognized University
Step2:Write the Entrance Exams, after selected you can ph.d there. And also you have choose some Research Projects in major(Computer Science)

for doing phd it depends only on you where from you want to PHD I mean the particular university or college.If you want basic information,you have to go for national eligibility test and also some universities conducteding their own test for phd following by interview and then selection is based on the final merit.
