What place should I prefer for my MS either USA or Germany? I have completed my 3rd year of B.Tech in mechanical engineering

i had completed my 3rd year in mechanical and i am planning to go states for higher studies but i am not understanding to go which place(us or german)so please say me which is better and what is my next step to do that
