No, you can't pursue Ph.D in genetics and cell biology, because you have studied dental sciences. You can only pursue specialisation in the same field, because you haven't studied genetics as a degree.

You need at least a post graduation degree in genetics to become eligible for Ph.D admission in the same stream.
