Yes, you can get in to Non-Technical posts in Railways with 12th certificate. One way is you can directly get in to job by appearing for Railway Recruitment Board (RRB) examination and the other way is by appearing for SCRA (Special Class Railway Apprentice) through which you are given a chance to do Mechanical Engineering from Railway board and be given a Technical Post.
