Yes, definitely you can get admission in Government college by securing 3202 rank in JEXPO examination being a SC student. Candidates who had secured 10000 rank in JEXPO examination can also get admission in Government college. Since, you are a SC student, some seats are reserved for SC category while allotting the seats in the online counselling process, so, you can easily get admission in Government college by securing 3202 rank in JEXPO examination.
