Diploma in mechanical engineering is an AICTE approved course and you can't do it in correspondence mode. Therefore, there isn't any open university which will give you an AICTE approved diploma.

If you want a recognized qualification then you have to go for regular course through polytechnic entrance exam which is conducted on state level.
