Is there any other procedure to get the fellowship if application is closed? When the online submission will start again for fellowship?

Sir, I am a M.Phil scholar and I want to apply for the fellowship for the session(2017-2018). But the website is closed so that I cloud't get any information about the fellowship. I need this fellowship very much. So that I want to know when the online submission is started again? Is there any other procedure to get this fellowship?
