Failed in 2 subjects in 1st semester exam of class 9th. Will this affect promotion to class 10th?

I have failed in English and Social Science in 1st semester of 9th standard exam. Will this affect my promotion from 9th to 10th standard as per new syllabus introduced in 2017 by Secondary School Certificate (SSC) BOARD? How will be standard 9th final result calculated?
