Dear Friend,
First thing you must note that you can't change your engineering college until you will complete your full Engineering programmes that is your B.Tech as its an government rule,Beside this you may change to other college which is affiliated to the same university as of that your college.

From my point of view,You have completed almost half year of your B.Tech Programme and now don't disturb the studies by changing the place just continue two more new years.
