Before providing any information regarding Andhra Pradesh State Eligibility Test, I would like you to know the basic difference between the State Eligibility Test and National Eligibility Test(NET).
Both these tests are conducted by University Grant Commission. Candidate who qualifies National Eligibility Test are eligible to apply for the post of Assistant Professor/Lecturer in universities and colleges located any where in India whereas, those who qualifies State Eligibility Test are eligible to apply for the same position in universities and college located in that particular state.Candidates who have qualified NET need not apply for State Eligibility Test. As far as eligibility criteria is concerned, for both the tests, one must hold a masters degree with a minimum of 55% marks, which is relaxed upto 5% for candidates belonging to SC/ST category.

Now, as you have completed Master of Computer Applications, you can definitely apply for Andhra Pradesh State Eligibility Test provided you have scored the minimum required percentage of marks mentioned above.
