can I get admission in BE without caste validity 2012

i dnt hav my caste certificate valid...
is it necessary to hav it valid????????for engg?

i am from originally form Karnataka state but living in Bombay for 20 years after getting admission in 11th via SC caste coats when i give my caste certificate to validity they denied to give validity certificate saying u r from other state.
but when my brother done his hotel management in Kerala state there they don't ask for the validity report.(because i think the exam which he clear is India base exam such as cat , gate)
so if u r going to go for all India based exam u don't need caste validity report but u r going for the state exam u need caste validity report.
( i also heard there illegally some people produce caste validity report they take around 50000 rupee but its worth it because u save almost 3 lakh rupee of fee of engg collage)

I have paid the college fees my lecture has been started even I have caste certificate of Maharashtra State Government . As I am from born in other state
(Karnataka) so I received the migrate from other state caste certificate which is issued by the Maharashtra State . Now the government officer In tashial offices and collector says that they cannot issue the caste validity of the migrate caste certificate.
