Hi priyanka, as you have completed your diploma in ECE branch and wish to join B.Tech 2nd year lateral entry, so it depends of which college you join, some of the colleges conduct their entrance exams for the admission process and some of the colleges provide admission on the basis of the merit of the total students applying for admission

After completing your diploma,you will do your b.tech in your stream as a lateral entry student. In this case you have to take a sit in a exam called "JELET"<in west bengal> And in other states you have to do the same process. in other states they have various types of name of this kind of lateral admission exams.

It is nice that you have completed your diploma degree course in the engineering section and now interested to do the bachelor degree course.

Definitely you can go for the B.E./B.tech course after your Diploma course. You can go for the Lateral entry scheme. This is the scheme by which the diploma in engineering aspirant are eligible to do the B.E/B.tech course Directly in the second year.

As you are telling that you have completed your diploma in the ECE so definitely you can go for the LE and can do the B.E. /B.tech.
