The North Orissa University was established under section 32 of the Orissa University Act, 1989 through a government notification dated 13th of July 1998. The university was established with the objective of imparting higher education in the tribal area of the northern region of the state. The jurisdiction of the university extends to the two districts of Orissa namely Keonjhar and Mayurbhanj. The colleges affiliated to the university are offering both professional and general degree courses and the Baripada district at which the university is located is a land enriched with green forests, rich in sculpture and architecture and is also rich in art. North Orissa University is not only offering courses under regular stream of education through its affiliated colleges, but also offers UG and PG degrees through its directorate of distance and continuing education. The university has recently conducted a nationwide seminar on ‘global warming and clean energy’. The central library of the university is located in an elegantly designed building adjacent to the administrative block of the university in such a way that the students from all the departments can get easy access to the library. The computer lab in the university is well equipped with centralized Air-conditioning and has a capacity of 60 computers with A class networking facility. The campus has three hostels of which two are meant for girls and one for boys in such a way that students from outstations can be easily accommodated.
