I am attaching a pdf of syllabus for gate 2012 for electrical engineering .
Hope this helps you.I dont know about the best books but there will be certainly
a large number of books available.Gather them and prepare well.

Eligibility Criteria to apply for this examination :-

You must have passed degree in engineering/architecture/technology from a recognized University or equivalent qualification.
You must have passed master degree in any branch of science/mathematics/statistics/computer science from a recognized University or equivalent qualification.
Those who are appearing in the final year of degree can also apply.
