please mention in which subject you want do phd in.
you can check out university of every state .
most of them offers phd.
like : mumbai university , gujrat university, bangalore university.
if you interest in social science subjects than you can try at tata institute of social science.(TISS )
TISS offers some excellent courses based on social science.
it also offers phd .

Dear friend,

LLB course are two types one is three years duration another is five year duration.

only BA,B.SC and B.COM student are eligible but you have must 40% in graduation.for Sc/ST candidate this marks is 35%.

You are graduate person so you are eligible 3 years degree courses.
