In order to write State Eligibility Test in Kerela or any any other state, candidate needs to hold a masters degree or equivalent qualification in the relevant stream. As far as percentage of marks is concerned, one must have scored 55% marks in the masters degree or equivalent qualifying examination. However, the percentage of marks is relaxed upto 5% for candidates belonging to SC/ST category.

Now, since you have done B.Tech, you will not considered eligible for the State Eligibility Test and therefore, in order to become eligible, you will have to complete masters degree and score the required percentage of marks.
