YES,
Most of yhe IITs NITs offers ME/ M.Tech in electronics..
Many of govt engg college of most states offers ME/ M.Tech in electronics..
Many private college offers ME/ M.Tech in electronics
I think you are a BE/Btech degree holder..
Best option for doing ME/ M.Tech in electronics go for GATE exam...score well..
you will get a chance of IIT,NIT,or any reputed instition,,

Following are the list of Universities/Institutes offering M.Tech program in Electronics, along with admission criteria:

Bharati Vidyapeeth Deemed University, Pune

The University offers M.Tech [Electronics –VLSI Design]. Candidate must have completed Bachelors Degree program [B.Tech/B.E.] in Electronics/ Electronics & Telecommunication/ Industrial Electronics or equivalent from an AICTE approved Institution or AMIE in receptive branch with a valid GATE score. The duration of the program is two years.

West Bengal University of Technology

The University offers M.Tech In Electronics And Communication [VLSI & Microelectronics].

Indian Institute of Technology [BHU]

The Institute offers M.Tech. in Electronics Engineering [Microwave Engineering, Digital Techniques and Instrumentation, Microelectronics and Communication Systems Engineering]
