State minister not belongs to cabinet unless mention. Minister of state is not meaning that minister for some particular state. As you mentioned that ,is there is a minister for defence in karnataka and ap ? the Answer should obviously NO (as I mention meaning of state minister above). |

One thing must be clear to you that minister is itself as a owner of his surroundings, Whatever it may be. Minister of state has a full control over the state, Prime minster is the main leader of the country, Finance minister is reponsible for the financial issues to held in country, similarly defence minister plays its own role in his field. I guess, now it will be very clear to you. Good Luck ........
