Color of litmus paper changes only in presence of ions like hydrogen. And HCl could only produce those in aqueous solutions.

because acids react with water and form H+ ions dry hcl gas not change the colour of the dry litmus because in h+ ions are not formed so litmus paper not change the colour

Because hydrochloroic acid form only when we mix hidrogen that isH+ in HCl.
