No, you are not eligible for studying M.Sc in Chemistry after B.Sc in Biotech.

The eligibility required for studying M.Sc Chemistry in IIT is the candidate should have completed their graduation/ 3 years course/ 6 semester in chemistry with minimum 55% from any recognised university. This percentage is for General & OBC candidates.
There is 5% relaxation for SC/ ST & PwD candidates.

So, you are not eligible for studying M.Sc chemistry in IIT.
