you can only transfer in second year not in the after second year .......and you have to be better percentage like 70-80% is required for the transfer..................if you had got all these then visit the office of UPTU in allahabad and give them a notice about it.............

hi dear
very hard procedure to transfer one college to other college
but after that you go for first procedure wise

*First you take a form or application to your recent college
i have some problem for that then i will change my college from this college to this college

*then your want college have vacant seat then they will acept your seat application then you accepted for change from college to college

You can apply for the college transfer in your first year of engineering.
A candidate of UPTU can apply for the college transfer under following
circumstances.

(i) If he/she has fallen ill after joining the source institute. The location of his source institution is not medically suitable to him/her.

(ii) In the case of death of both parents/guardians, or the parents
is/are suffering from diseases like Cancer and AIDS.

(iii) In the case of harassment of a female student.

(iv) A candidate will not transfer his/her college from private institute to govt. institute.

So if you fall under any of the condition then you are eligible to apply for the
college transfer.
