Yes, Off course you're definitely eligible to apply for Diploma Mechanical course after completing ITI. 10th standard or equivalent course is the minimum educational qualification to apply for Diploma course. So, you can get admission for Diploma Mechanical Course based on 10th course. The Applicant need to secure minimum 50% percentage of marks in 10th standard. The direct admission will be given for the candidate based on 10th standard and Most of the Institution give first preference to the candidate who have scored good marks in Mathematics and Science subject. So, after completing ITI course you're eligible to apply for Diploma course.
