If you are asking about GATE score for getting top IIT’s then it should be above 700 (for general) for a real chance at IIT’s. For PSU the game is very different. I can tell you in terms of GATE rank as for getting interview call from all PSU your rank should be below 50 (GATE score can be above 850). IOCL is the only PSU which calls candidates in bulk (in 1:5 ratio) and the closing rank for final selection (general category) is aprroximately 30 more than the number of seats.
