Yes ofcourse you can apply after the 13 years of gap.

But problem is that you can continue studied in starting positioning.

Yes you can complete your graduation degree even after 13 years long gap. But one thing I want to inform you that you have to start your graduation study from the beginning itself.

You can join any distance college and complete your degree. Here are the list of colleges where you can apply easily
