Re: What is meant by umbrella legislation?

What is the danger to society and/or democracy when providing one-sidedly umbrella regulations to exclusively politically correct and often militant supporters, issued by the non-elected EU-Parliament to comply with ideas of NGOs like World Health Organisation to alter personal behaviour of individuals and minorities not willing to submit to not consuming legal products like tobacco, alcohol or Adiposes inducing food, etc.? - Isn't this unfair and illegal practice in giving one side privileges and advantages, while the attacked are not protected by such umbrella regulations? - Please outline only the strict Napoleon Code viewpoint of actual law theory in regard of y questions. For your kind reply be assured of my humble gratefulness.

Umbrella legislation is a common legislative framework that regulates numerous
professions under one statute.

The primary objective of umbrella legislation is to ensure consistency in the regulation of numerous professions by creating one overarching statute that provides for uniform standards and practices that apply to all professions governed by the legislation.

for example: Generally, umbrella professions legislation in Canada contains the following parts:

Governance model (which creates regulatory bodies such as Colleges) Registration procedures
Right to title(s)
Controlled acts
Business arrangements (professional corporations, partnerships, etc.) Continuing competence and quality assurance programs
Complaints process
Discipline process (Investigations and Hearings)
Appeal procedures
Regulation and by-law making powers
