Grade E in IGNOU means the student has scored below 40% marks in exams. Likewise, other grades have their importance in marking schemes.

Yes, you have passed the final exams if you have secured Grade E.

Infact, Grade E means that you have secured percentage between Grade 40%-49%.

Likewise, other grades have significance.
Grade O = 90%-100%

Grade A = 80%-89%

Grade B = 70%-79%

Grade C = 60%-69%

Grade D = 50%-59%

Grade E = 40%-49%

Grade F = 0-39%
