Possibility to study Diploma in Electrical & Electronics Engineering for a candidate who has completed ITI Electrical 20 years ago?

I have passed ITI Electrical almost 20 years ago.
I want to do Diploma in Electrical & Electronics
Engineering but through Distance Education.
Kindly tell me is this possible for me?

I have done a diploma in construction supervision & interior design - 15 yrs back now i want to do a degree course through distance learning would request you to suggest a suitable degree course

Sir,as you completed ITI 20 years ago,your age will be approximately 38.So,There is no possibility for you to join diploma again right now because age limit for admission into diploma should not exceed 28.
