ITI stands for Industrial Training Institute where Intermediate is not Industrial Training, both are 2 different things and it can't be equivalent however nowadays as per my knowledge doing ITI for a 2-year trade and passing the entrance exam of NIOS for vocational courses make it equivalent to intermediate.
