No you cannot give the UPSC civil services exams just after completing Diploma in mechanical engineering
As min eligibilty to appear in the Civil services exams is Graduation pass from a UGC recognised college

Even if you want to appear in the engineering services exams you need to have BE/btech degree and diploma will not work there also
