Utkal University of Culture was formed through a government order established on the 9th of June 1999 and it was formed as an affiliating-cum-teaching university. The purpose behind the formation of this university is engaging itself to propagate, promote and preserve the richness of cultural values of the state of Orissa by making substantive accomplishment through documentation, research and continuing education. The university got recognition from UGC on the 1st of December 1999 and from the Association of Indian Universities on the 1st of April 2000. The jurisdiction of this university is spread over the whole state of Orissa and the university has got the right to grant affiliation to any institution or college offering education, training and research in the fields of performing, visual and literary arts and related areas of culture. The mission of the university is to spread the advantages of education and culture and to evolve programmes and policies enabling the university to make itself better by fostering culture through qualitative expansion of researches and educational programmes. The university’s vision is to introduce new schools of education within the year 2025.
