No I donot think you can apply. You are eligible only if you have permanent address in UP or domicile of UP as in OMR form there is one option of filling your district code of your permanent address of UP.

I have secured 45% in graduation (Bcom) from Delhi University and 74% in B.ed from IGNOU in 2009. so i want to ask, am i eligible for Upper Primary Level in UPTET.
