No,BSNL JTO exam is nov over right now.The last JTO exam is completed in 2009.So,up to know notification regarding BSNL JTO is not released.
The exam schedule and notification will going to release in 2012.
The criteria for BSNL JTO:
1.Candidate should completed the graduation.
2.Candidate should have 60% aggregate in all academics.
3.Candidate must be an indian citizen.
4.The age limits is 21-30 years.
SELECTION PROCESS:
1.Written test.
2.Interview and certificate verification.

ya its over AND there is no official notice came yet on new exam schedule...for more check on bsnl.com
