Yes Mr.
you can apply for ies ,ias and upsc exam.there are a column for engineering graduate also in the application form which is separate from other graduate. you have to fill up the application form which can be downloaded from upsc website and can also purchased from nearest post office also.So don't wait go for it. a bright future is waiting for you.........Best Of Luck

Hello friend,
For IAS, you will need to appear for civil service examination conducted by UPSC. To be eligible for the exam, you must be a graduate within the age limit of 21-30 years.(relaxation of 5 years for SC/ST and 3 years for OBC's).

For Engineering Service exam, you must hold a degree in engineering from a recognized university. The eligible age for the exam is 21-30 years with relaxation for candidates belonging to SC/ST and OBC category.
