IES is an exam which can be expanded as Indian Engineering Service. This exam is conducted by Union Public Service Commission of India commonly called as UPSC. Through this exam you join in many government jobs as engineers. For appearing in this exam you need to have certain eligibility criteria.

(I) You must be a Citizen of India.

(II) Your age must be above 21 years and below 30 years on the 1st August, of the year of examination.

The upper age-limit is relaxable for certain categorized candidates.

(III) Minimum Educational Qualification:

(iv) Physical standards :

Candidates must be physically fit according to physical standards for admission to Engineering Services Examination, as per guidelines given in the rules for the Engineering Services Examination

Re: Can I be eligible to write IES Exam pursuing final year of B.Tech in EEE?

The following is the extract from the advertisement for the Engineering Services Exam last year (For the current year, the notification should be out by 25th Feb and more or less the same words would appear):

—A candidate who has appeared
at an examination the passing of which would
render him educationally qualified for this
examination, but has not been informed of
the result, may apply for admission to the
examination. A candidate who intends to
appear at such a qualifying examination may
also apply. Such candidates will be admitted
to the examination, if otherwise eligible, but
their admission would be deemed to be
provisional and subject to cancellation, if they
do not produce proof of having passed the
requisite qualifying examination along with
the Detailed Application Form which will be
required to be submitted by the candidates
who qualify on the result of written part of
the examination.

So, it boils down that you should have already appeared for the examination. Going to appear does not meet the eligibility.

And you should be able to provide the results alongwith the detailed application form.

I wish you success!
