In Government of India, the posts are divided into two cadres,

1. Gazetted: This is the Officers cadre.
a) Section Officer,
b) Under Secretary,
c) Deputy Secretary,
d) Joint Secretary,
e) Additional Secretary &
f) Secretary.

Gazetted Officers are recruited directly, through Indian Administrative Service (IAS), Indian Foreign Service(IFS) Indian Police Service (IPS ) & Indian Revenue Service (IRS) exams', conducted by UPSC.

2. Non-Gazetted: These are clerical cadre.
a) Peon,
b) Lower Division Clerk,
c) Upper Division Clerk,
d) Assistants

For others also UPSC conducts Clerical Grade & Assistant Grade exams'. Senior assistants having good performance records are sometime promoted to Gazetted Cadre.

Disciplinary procedures are same, but, Gazetted Officers have more power according to their post.
There are Conduct Rules available in all offices with the administration in charge.
There is also special tribunal for dealing government employees.
