No, you will not be eligible to appear for JEE Advance examination in 2017.

JEE examination is conducted in two stage as Main and Advance. Candidates after qualifying in Main examination are eligible to appear for Advance examination. But the maximum number of attempt for Main examination is 3 where as 2 for Advance.

So, if you qualify in Main examination in 2016 you will be eligible to appear for Advance in 2016 otherwise not eligible to appear for examination.

JEE stands for Joint Entrance Examination. This examination has two stages:

>>Joint Entrance Examination Main.

>>Joint Entrance Examination Advanced.

It is conducted by Central Board of Secondary Education.

Candidates who passed 10+2 in 2015 can attempt JEE Main exams in 2015, 2016 and 2017 and for advanced in 2015 and 2016 only. So this attempt will be last attempt for Advanced stage. You will not be eligible for Advanced exam even if you clear Main stage in 2017.

So, give your level best in order to get admission in IIT as it is your last attempt.

As per my knowledge and suggestion I would like to make you clear that if you are determined to clear JEE mains then you should definitely drop this year also.
Without wasting your time put midnight oil in your preparation, use good study material, follow and read NCERT books thoroughly, join good coaching institute, practice previous year question papers as much as you can, keep yourself physically fit and be determined.

No, you cannot drop a year for preparation of JEE Advanced 2016 examination because, the maximum number of attempts allowed to appear in JEE Advanced examination is two times that too in two consecutive years after completion of your 12th standard. Since, you have already appeared in JEE Advanced 2015 examination, you will have only one chance to appear in JEE Advanced 2016 examination and you are not eligible to appear in JEE Advanced 2017 examination.

Well actually i am appearing in jee main 2016. I hadn't cleared jee mains in 2015, should i drop a year for preparation for jee advanced 2017?
