i have complited diploma in karnataka and up to 12 edu. complited in maharashtra i didnt got cet ranking and my resident is in karnataka so what is the procedure of second year BE admition

This vetri i have completed schooling in tamil nadu , but i have completd my Diploma in M.S. Ramaiah College in Bangalore , whther i can eligible for the later entry direct second year in bangaolore , I have question regarding the procedure for a non karnataka(tamil nadu) student taking up CET or admitting into Bangalore Engg colleges. can you give my guidness plz ,
