Eligibility criteria for the UPSC exam is mentioned below --

>> You can apply for UPSC exam if your age falls in between 21 to 32 years for General category. For OBC it is 35 and for SC and ST category age limit is 37 years.
>> A general category student can only give 6 attempts for the examination where OBC can give 9 attempt and SC/ST can give unlimited attempt for the examination.
>> Candidate need to be physically fit for the post applied in UPSC.
>> A government job candidate also need to show a NOC certificate from the office , which states no objection for the post applying.

Procedure to continue your studies while during your government job:

Many people completed studies while doing government job by correspondence so you can also complete your studies through correspondence not regular. There are many institutes in our country which offer correspondence studies and are recognised by government of India. So you can complete your BSc from IGNOU University and apart from this you will be eligible for degree level exams for higher post such as IAS, IPS, SDM, teacher, PO etc. This is the best way to continue your studies.

No you cannot do your regular education while doing your government job because for that you have to take admission and you have to attend the classes also but you are left with one option that either you can join part time college in the evening or you can do correspondence study.

Look you need not to worry, because I guess you are talking about CSE of UPSC that recruits IAS, IPS, IFS, etc. where the minimum qualification required is graduation and nothing else. So, if you have completed your graduation or in your last year of graduation then you can apply for the exam and thereby crack it. But as you are a govt employee currently, you need to get a NOC from your department head and you need to show this NOC (No Objection Certificate) whenever asked by the UPSC.

Yes, you are eligible for apply all govt jobs

Now you are studying B.Sc 2nd year and also complete your graduation next year .
but you have govt job with 12th stand base like bank clerk , constable , postmen, RRB, NDA
