If you cover the eligibility criteria then you can definitely apply for JEE Mains:

A candidate must have done 12th from recognized board with non medical stream.

Minimum percentage required is 50% and 45% for SC/ST.

Age 17-25 years and relaxation is given to reserved categories.

Yes, you are eligible to apply for JEE Main and Advanced 2016 examination even if you are not interested to apply for Improvement examinations. Candidates who have completed 12th standard with Mathematics, Physics and Chemistry subjects from a recognised board are eligible to appear in JEE Main examination. By qualifying and securing top 1,50,000 rank in JEE Main examination, you are eligible to appear in JEE Advanced examination. Since, you have completed 12th standard from a recognised board, you are eligible to apply for JEE Main and Advanced 2016 examination.

No, you can't appear for JEE Main and advanced exam 2016 because you have not cleared improvement exam.

If you have completed 12th standard from a recognized board with physics, chemistry and mathematics with above 50% marks then you are eligible for JEE Advanced exam. 5% marks relaxation is provided for SC/ST category candidates. You can apply consecutively for 3 years. Candidates who have secured top 1,50,000 rank in JEE Main examination are eligible to appear in JEE Advanced examination.

Your age should be in between 17 to 25 years.

If you have secured minimum of 50% in all subjects that you studied in 10+2, you can apply for Joint Entrance exam Main stage which is the first stage of this exam. Online appli cation for JEE Main 2016 is going on, you can apply for that at http://www.jeemain.nic.in.

So, you can apply without applying for Improvement subjects. You must have studied PCM subjects in 10+2.
