Before entering in Ph.D course you have to clear NET exam in your related subjects.
Few private universities are taking ph.d admission on basic of your academic record or personal interview session.

But for better colleges/universities like IIT's you have to prepare for NET exam mean NATIONAL ELIGIBILITY TEST .

Eligibility:-
Candidates should have a Master’s degree in the relevant discipline with a minimum aggregate score of 55% (50% for SC/ST/PH candidates) or an equivalent grade from a recognized university.

The first thing a candidate needs to posses, in order to pursue Phd program, from any of the recognized University, is a Post Graduate Degree in the discipline in which one is seeking to pursue the Phd program in with, from a recognized University, with a minimum of 55% marks in aggregate [50% marks in aggregate for candidates belonging to reserved category]. There are Universities, in which to pursue Phd course, candidate needs to hold a M.Phil Degree along with Post Graduate Degree. Provision for exemption, from having an M.Phil degree, is subject to submission of Application with a separate letter seeking exemption from M.Phil qualification, duly supported by relevant documents relating to research experience.

Admission is through Written Test and Personal Interview. However, candidate who have qualified National level entrance test, may get exemption from the Written Test and directly may be called in for PI.

Hence, for detail information regarding admission criteria, one must refer to the University of concern, which has the access to the Phd program in the discipline in which you are willing to get register.
