No, you can't give 10th board exam in 2020 because you are 13 year old. But you are eligible for 2021. Because As per the guidelines of central board of secondary education (CBSE) the minimum age to appear in the 10th board exam is 14 years , as of 31st december of the year of examination.
There is no upper limit of age to appear in the exam.
But there is maximum number of attempts to appear in the examination. A candidate can at most attempt 3 times for CBSE board exam.

The standard minimum age required for appearing in the CBSE Class 10th board examination is 14 years as on the 1st October of that year in which the candidate got admitted to his/her Class 10th.

So, as per the above criteria, it is not possible for you to appear in CBSE Class 10th board examination at the age of 13 years.

For details and FAQs related to CBSE board examination, you can refer to the link www.cbse.nic.in.

I am 13 years old now and is there any way I can give 10th Board exam in the 2020-2021 session from CBSE Board? Am I eligible at 13 year? What is the standard lower age limit?
